There is no Pakistan-specific Steam card. The Pakistani Steam store bills in US dollars, so a Global USD wallet code is the one that funds it — and the one most buyers here need. How it works

Pay, and the code lands in your order chat and on your order page automatically, usually within minutes. In Steam go to Games, then Redeem a Steam Gift Card or Wallet Code, enter it, and the dollars are in your wallet immediately for games, DLC, market items and in-game purchases. Steam Global wallet code FAQs

Is Global the same as the USA card?

Not quite. A USA card is meant for accounts on the US store; a Global USD code redeems on any account whose store currency is US dollars, which includes Pakistan. For a Pakistani account, choose Global.

Does Steam charge tax on the balance?

No tax is taken when redeeming; the full face value is added. Game prices on the Pakistani store are already the final price.

Can I gift the balance to a friend?

Wallet funds cannot be transferred, but you can buy a game as a gift for a friend from your wallet balance.
