How do I know if my account is UAE region?

Look at the country in your account details on the console or at playstation.com. It is the country chosen when the account was created and cannot be changed afterwards.

Are UAE cards in dollars or dirhams?

Dollars. The UAE store prices everything in USD, so a UAE card adds exactly its face value in dollars to a UAE-store balance.

Can a Saudi account use a UAE card?

No — a Saudi account needs a Saudi-region card. Each Gulf store is its own region even though both bill in dollars.
